DUTIES AND RESPONSIBILITIES: The Chief Information Officer (CIO)
for the U.S. Western Area Power Administration (Western) serves
as the principal advisor to Western's Administrator and to other
Western senior executives on the application of information technology
to improve business processes through implementation of an Enterprise
Architecture and IT planning procedures and the protection of Western
mission critical and essential IT systems through strengthened cyber
security management and technical controls. The incumbent directs
the development, implementation, maintenance, enhancement, and operation
of Western's automated information systems and develops strategic,
tactical, and capital information technology plans and processes
and budgets to support Western's mission; collaborates and provides
oversight for Western-wide information technology (IT) activities
within Western's Corporate Services Office (CSO) and four Regional
Office programs; and defines and implements policies, procedures
and guidelines to ensure efficient and cost-effective information
resources planning, acquisition and cyber/computer security in support
of Western's mission. Western's CIO also collaborates with top-level
experts and consultants within the Department of Energy, other government
agencies, and industry for the purpose of designing, developing,
producing, testing, and evaluating unusually difficult information
technology programs pertaining to Department of Energy and Western
information security. As such, the incumbent is responsible for
formulating, guiding and directing a complex assessment of Western's
information technology capabilities and how these programs impact
cyber security and critical infrastructure protection.

QUALIFICATION REQUIREMENTS:
A. Managerial Requirements: The Office of Personnel Management
(OPM) is required by law to review the executive qualifications
of each new career appointee to the Senior Executive Service prior
to appointment. To be considered for this position, applicants must
submit a separate written statement addressing the following five
Executive Core Qualifications (ECQs) which are further defined at
the OPM web site below. Current/former SES Career Appointees and
SES Candidate Development graduates (with OPM QRB certification)
do not need to readdress their ECQs; however, all other applicants
must address the ECQs to be eligible for consideration. Your ECQ
statement MUST NOT EXCEED 10 PAGES and should focus on accomplishments
which support possession of each of the five ECQs. For samples and

B. Mandatory
Technical Qualifications: In addition to the ECQs, qualified
applicants must possess the following technical qualifications which
represent the experience required to perform the duties of this
position. Possession of these technical qualifications must be clearly
documented in your application package and addressed separately
in a narrative statement.
- Demonstrated
skill and experience in effectively managing the overall operations
of a large organization involved with providing information technology
guidance and information technology system solutions as well as
demonstrated ability to lead organizational changes to better
take advantage of state-of-the-art advances in information technology.
- Demonstrated
ability to ensure that information technology resources are planned
for, acquired, and managed in a manner that achieves strategic
objectives of a large public or private organization while conforming
to policies of a legislative or other governing body.
- Demonstrated
knowledge and skill with issues and solutions related to implementing
policies and safeguards to protect information, systems, and networks
within a large, complex organization with national scope.
- Demonstrated
knowledge of information technology management principles and
the requirements of the Clinger-Cohen Act, the Government Information
Security Reform Act of 2000, and other statutes related to information
technology.
PROBATIONARY
PERIOD:
Selectee is subject to a 1-year probationary period unless currently
serving under a Federal SES appointment.
